Terms of Reference

Background

The DODI was recommended to be established as a critical feature of Bishop Malzaire’s Diocesan Pastoral Plan (2003-2006). The necessity for this office became evident in the consultation and collaboration processes employed in developing the plan. These included, inter alia, an evaluation of the implementation of the recommendations of the final session of the Diocesan Synod (1998).

General

The DODI will have overall responsibility for managing all aspects of implementation of the Diocesan Development Plan 2003 — 2006. In discharging this responsibility, the DODI will collaborate with and seek guidance from the Diocesan Pastoral Council, through the office of the Bishop.

The DODI will be the focal point of contact between the parishes and the office of the Bishop, and will provide advice to the Bishop on matters relating to the Plan.

Specific

  • Provide assistance to the parishes in areas such as planning, record keeping and reporting.

  • Receive and review parish and secretariat reports and prepare summaries for information and discussion by the DPC.

  • Coordinate the planning and delivery of targeted training, example Stewardship and Collaborative Ministry designed to strengthen the capacity of parish leaders and church agencies to discharge their functions.

  • Design and disseminate a framework for monitoring the activities of parish secretariats against planned objectives.

  • Identify sources of financing and support for the Diocesan Development Plan and prepare funding requests/proposals.

  • Provide guidance and support to any committee appointed by the Bishop to monitor/evaluate any aspect of the Diocesan Development Plan. Such guidance shall include drawing up Terms of Reference.

  • The DODI will comprise a committee. Support will be provided by an Executive Secretary.

  • The committee will prepare a three-year work programme and budget. This will include the cost of establishing the office.
